Charles William Stephens, Jr., known as "Chuck" passed away on June 2, 2023 in Chowchilla, CA at the age of 82.  Chuck was born in Edwardsville, IL on 12/22/40 and moved with his family to the Los Angeles area where he attended St. Pius Elementary School and Lynwood High School.  He married his high school sweetheart, JoAnn Maslouski, in July of 1960 at 19, graduated from Los Angeles State College and entered the Border Patrol Academy in 1962, moving his bride and first daughter Diane (Mazzoni) to Texas.  Chuck and Jo Ann owned a boat before a home, as Chuck's priorities were never the norm.  Christine (Crissy Winslow) was born in Texas where Chuck worked for the Border Patrol.  He transferred to the Immigration and Naturalization Service (INS) in 1965, moving to Whittier, CA where his third daughter was born, Catherine (Cathy or Bub Horn).  In 1970, Chuck was promoted to the Honolulu, Hawaii office where the family lived until 1975 when he accepted the Officer in Charge (OIC) position at the Fresno, CA INS.

Chuck managed the Fresno INS well, taking it from the largest case backlog in the US to the most efficient. When faced with another transfer to Colorado in 1979, Chuck retired early and began an Immigration Consulting Service where he helped thousands of immigrants from all over the world immigrate legally to the US.

Chuck & JoAnn dedicated their time, talents and treasures to end abortion.  As vital members of the Fresno Right to Life Chapter, they bound friends and families together in service.  They also provided room and board for seminarians of the Fresno Diocese for 15 years, 10 to Jesus Gomez who became a family member.  In all things, Chuck lived large, never worrying about tomorrow as, "God will Provide" and He did. He loved boating with family, taught all the kids and grandkids to water ski on annual house boating adventures with cousins.  He was always 'one of the kids' during family trips, from camping to Disneyland.  Chuck coached his girls and grandkid's sporting teams and was always their biggest fan, never missing a game. He modeled God first, family second and work and play third.

Chuck is preceded in death by his wife, JoAnn, sisters Mary, Roseann and parents Adelaide and Charles.  Chuck is survived by his brother, Jim Stephens, three daughters, Diane (Mike Mazzoni), Crissy (Doug Winslow) and Cathy (Craig Horn).  Always wanting a son, Chuck was elated to have 7 grandsons, Mikey (Mina), Matt (Skylar), Carlo, Ryan (Courtney), Evan (Amanda), Steven & Nathan vs. 5 granddaughters, Julia (Oli), Kelly (Pat), Kelsey, Lauren and & Megan.  Great grandchildren include 8 boys, Gian, Parker, Luke, Charlie, Hudson, Malik, Cooper and Spencer vs. 8 girls, Makayla, Kylie, Caroline, Hayden, Blake, Zahra, Kynsley and Penelope.

All are welcome to recite the Holy Rosary at Farewell Funeral Home in Fresno on June 8th at 6 pm as well as celebrate Mass of Christian Burial on June 9th at 10:00 am at St. Anthony's of Padua Church in Fresno.  Chuck requested "no neckties".  The Rite of Committal will be celebrated at St. Peter's Cemetery.  A Eulogy and happy memories will be shared at a lunch reception following at Pardini's. The family is grateful to the staff at Chowchilla Skilled Nursing Facility, as they treated Chuck with the love and care of family, not a patient for the last 13 months of Chuck's life.
